The Commission of Counter Ghoul is the only organization in the world fighting the Ghoul menace. And it will use every tool at its disposal to protect humanity from the ultimate predator. Its newest weapon in this hidden war is an experimental procedure that implants human agents with a Kagune - the Ghoul organ of predation - giving them Ghoul powers and abilities. But both the procedure and the newly formed Qs Squad are untested.
