A Nation could not survive without laws. The First Biblical Man, Adam, had laws. But New York City, The Foreign Immigrant Melting Pot, proved challenging. Police Departments Nation - Wide provided a vital service. They represented The Civil Authority of: The Ruling Government. Special Selected Civilian Citizens, who were Credibly Sworn, took: The Oath of Office. But they upheld laws that systematically: Disenfranchised and marginalized the poor.
Relentlessly, Big City Police Departments received more Public Scrutiny. With Civilian Citizens Ambivalence, their Cop Culture, and The News Media they were expected to have more: General Public Accountability. But not all Civilian Citizens held Police Officers as dishonest or inhuman. Many were Good People and Model Persons, who worked bravely under perilous conditions and in traumatic settings. But the complex job placed them in dependence.
Thus, with Universal Reverence, they spoke of one vital Omnipresent Professional Value: Supreme Loyalty. In 1862, The Secretary of War designated Police Officers as Provost Marshals. By 1970, Policing History was immeasurable. Today, what amounted in Communities was: Fear and Hatred. It was in direct contrariness to: Love, Loyalty, and Respect. Police Officers were trained to address Civilian Citizens as: Madam or Sir.
Illuminating Police Departments and Police Officers would not necessarily end Policing Practices or violence. Thus, their future goal opted for Influential Negotiation and less: Parasitic Parsimony. But the more they identified with Intelligence Networks the less likely they would stand for Civil Liberties and: Constitutional Rights.
